We calculated the difference between the majority- and minority-party shares of the House’s total voting membership; to make the differences comparable across Houses of varying size, we then expressed them in percentage-point terms. Any difference of less than 5 percentage points was considered a “narrow majority” for the purposes of this analysis. In a handful of cases where the majority comprised an alliance of two or more parties, we used that total instead. A whip manages their party's legislative program on the House floor. The whip keeps track of all legislation and ensures that all party members are present when important measures are to be voted upon.

Of the 435 voting seats in the House, 219 are held by Republicans. If they do, the bill does not become law unless each House, by a two-thirds vote, votes to override the veto. The largest committee of the House is the Committee of the Whole, which, as its name suggests, consists of all members of the House.
A Close Look at the Chaotic House Republican Majority
The House also has the power to formally censure or reprimand its members; censure or reprimand of a member requires only a simple majority, and does not remove that member from office. During the first half of the 19th century, the House was frequently in conflict with the Senate over regionally divisive issues, including slavery. The North was much more populous than the South, and therefore dominated the House of Representatives.

In the House of Representatives, the legislative schedule (which defines when bills are debated and voted upon) is set by the body’s leader, known as the Speaker of the House. The Speaker, who is chosen among the membership of the political party with the most seats in the House, establishes the legislative priorities for the body and presides over the deliberation of bills under consideration. To regain control of the House, Democrats needed a pick-up of 15 seats. According to original analysis by Ballotpedia, only 26 congressional districts were predicted to be competitive in 2014.
Who is the speaker of the House?
The minority party opposes initiatives of the majority party and offers its own proposals as substitutes. From a party perspective, the minority leader has a wide range of partisan assignments, all geared toward retaking majority control of the House. Five principal party activities direct the work of the minority leader.
Besides the representative from each state, there are a small number of delegates and a resident commission. Elected by the whole of the House of Representatives, the Speaker acts as leader of the House and combines several institutional and administrative roles. Rep. Mike Johnson, R-LA, was sworn in as the 56th speaker of the House seat on Oct. 25. Here is what you need to know about the House in the 118th Congress.
Legislation considered under suspension of the Rules of the House of Representatives during the week of April 29, 2024
Nearly three-quarters of Republican House members who did not run for re-election or who lost their primaries in 2022 voted to impeach Mr. Trump or to form the Jan. 6 commission. Almost all of that group also voted to certify the 2020 Electoral College results, in defiance of Mr. Trump and a vast majority of House Republicans. Mainly tilting toward the other end of the spectrum are the 18 Republicans who represent districts that Joseph R. Biden Jr. won in 2020.

The most significant role in the House of Representatives is that of speaker of the House. This individual, who is chosen by the majority party, presides over debate, appoints members of select and conference committees, and performs other important duties; speakers are second in the line of presidential succession (following the vice president). The CAO also assumed some of the responsibilities of the House Information Services, which previously had been controlled directly by the Committee on House Administration, then headed by Representative Charlie Rose of North Carolina, along with the House "Folding Room". After the conference chair, there are differences between each party's subsequent leadership ranks. After the Democratic caucus chair is the campaign committee chair (Democratic Congressional Campaign Committee), then the co-chairs of the Steering Committee.

While their role has fluctuated over the years, today they have many of the same privileges as voting members, have a voice in committees, and can introduce bills on the floor, but cannot vote on the ultimate passage of bills. Presently, the District of Columbia and the five inhabited U.S. territories each elect a delegate. A seventh delegate, representing the Cherokee Nation, has been formally proposed but has not yet been seated.[30] An eighth delegate, representing the Choctaw Nation is guaranteed by treaty but has not yet been proposed. Additionally, some territories may choose to also elect shadow representatives, though these are not official members of the House and are separate individuals from their official delegates. But since neither party had a majority, the balance of power was held by four representatives from minor parties – two Progressives, a Socialist and a Prohibitionist. They joined with the Democrats and the “independent Progressive Republican” to reelect Champ Clark of Missouri as speaker, thus enabling the Democrats to – just barely – retain control of the chamber, by a margin of less than half a percentage point.
Among them are the 20 Republicans who repeatedly voted against Mr. McCarthy for speaker, viewing him as insufficiently conservative and too cozy with the Washington establishment. Former Rep. Kevin McCarthy, R-CA, was the speaker of the House from Jan. 7 to Oct. 3, 2023. It took 15 rounds of voting to elect McCarthy into the position, the first time in more than a century that the process of electing a speaker took more than one ballot.
Like the Speaker of the House, the Minority Leaders are typically experienced lawmakers when they win election to this position. When Nancy Pelosi, D-CA, became Minority Leader in the 108th Congress, she had served in the House nearly 20 years and had served as minority whip in the 107th Congress. Gephardt's predecessor in the minority leadership position was Robert Michel, R-IL, who became GOP Leader in 1981 after spending 24 years in the House.
Biden has said he's open to working to Republicans, but it's hard to see many areas where they agree. The president is going to spend a majority of his time defending his signature bills from Republican efforts to roll them back or defund them. The administration's also going to face scores of investigations on things like the withdrawal from Afghanistan, border security and Biden's son Hunter's business dealings. House were held on November 3, 2020, and coincide with the 2020 presidential election. The position of Assistant Democratic Leader was established by Nancy Pelosi on January 3, 2011, and filled by Jim Clyburn to avoid a battle for whip between then-Majority Leader Steny Hoyer and then-Majority Whip Jim Clyburn. The title has undergone several name changes, with the title being known as the titular "Assistant Speaker of the House of Representatives" during Pelosi's second speakership; it is said to replace the Assistant to the Leader post first established in 1999; and previously held by Chris Van Hollen.
